Exporters face a complex regulatory landscape compounded by many differences in national regulatory regimes.

 

The three largest importers – the European Union, the United States and Japan – have adopted varying standards in response to growing consumer concerns about the quality and safety of seafood. Such quality and sanitary requirements are major hurdles for exporters in Somalia, whose fisheries are primarily artisanal. The shift from final product sampling for quality and safety inspection towards Hazard Analysis and Critical Control Point (HACCP) methods, based on prevention rather than testing, has made compliance with import regulations more challenging for Somalia.
